Obtained voter approval for West Warrenton Interchange.

  • Received approval for Missouri Transportation and Finance Corporation loan to fund new interchange project which exceeded previously awarded loan limits and term.
  • Negotiated development agreement with property owners and developers for donation of necessary right-of-way for new interchange.
  • Established Tax Increment Financing area to spur renovation of destitute mall area and commercial growth in new interchange area.
  • Completed voluntary annexation of 37.08 acres north of the West Warrenton interchange location.
  • Completed involuntary annexations of I-70 & MoDot right-of-way to encompass the A/B overpass.
  • Completed update, approval, and implementation of updated Comprehensive Plan.
  • Established partnership with Tribute to Veterans Memorial to relocate memorial to Veterans Memorial Parkway site.
  • Implemented utility billing improvements to allow customers to view account information on line.
  • Hosted Fall Festival with upgraded entertainment creating extremely successful tourism event.
  • Negotiated final two easements necessary for east sewer interceptor project avoiding condemnation.
  • Obtained re-rating of wastewater treatment plant increasing capacity from 2.0 mgd to 3.2 mgd with no construction and minimal expense avoiding million of dollars in cost and capacity increase supporting growth well into the future.
  • Completed pedestrian sidewalk and lighting project on East side of Highway 47.
  • Constructed Noblitt gazebo at Spector Lake and rock playground at Binkley Park.
  • Partnered with National Council on Alcohol and Drug Abuse to put Narcan in police cars.
  • Received recognition from Special Olympics Missouri as Outstanding Police Department of the Year.

Administration Department

  • Converted to new telephone system
  • Converted to Charter phone service provider significantly reducing operating costs for phone service
  • Integrated the police and municipal court software improving efficiency by eliminating double entry of citations
  • Upgraded City newsletter and provided to residents in spring and fall
  • Changed City Code to allow fireworks in the City for the first time
  • Addressed builder concerns by removing notarization requirement on business license applications
  • Interviewed 71 applicants, hired 16 new employees, provided 278 training opportunities
  • Completed 20 sealed bids & RFQ’s
  • Held 70 meetings of City Boards and Committees


Economic Development

  • Researched 52 leads from RCGA,developers, agents and private individuals
  • Closed out Safe Routes to School Grant used for sidewalks on South Highway 47
  • Attended 47 meetings related to new interchange and property owners/developers


Public Works Department

  • Completed engineering on water tank capacity levels and water system pressure evaluation
  • Completed 87% of wastewater system Phase 1 improvements (Water St. lift station & headworks)
  • Relocated yard waste dump site
  • Completed Moccasin Drive roadway reconstruction


Police Department

  • Partnered with National Council on Alcohol & Drug Abuse to bring better drug awareness training to schools
  • Increased officer safety by converting radio system to repeater enhancing communications


Grounds and Maintenance Department

  • Completed concession stand construction on East side of Athletic Complex
  • Constructed batting cages at Athletic Complex


Planning & Zoning/Building Department

  • Created Highway 47 overlay sign district and shopping center sign code
  • Addressed builder concerns by modifying yard requirements for occupancy permits
  • Implemented specific code changes to address concerns related to mobile home standards
  • Processed 8 site plans, 1 conditional use permit, 3 subdivisions, 2 zone changes, 7 special event permits, and 5 text amendments to Code
  • Issued 177 building permits with 17 of those for new residential construction and 2 for new commercial construction.
  • Processed 801 code violations which included 305 for trash and rubbish, 192 for derelict vehicles, and 196 for tall weeds and grass
