FINANCE DEPARTMENT

TOGETHER WE CAN manage the financial affairs of the City with integrity and provide exceptional service to City Departments, Officials, and Customers.

The Finance Department is responsible for financial planning, administration and coordination of all financial functions for the City of Warrenton. Accounting services are provided for all City Departments in accordance with City Ordinance and Generally Accepted Accounting Principles. Citywide financial statements are prepared and presented to the Mayor and Board of Aldermen on a monthly basis. Of primary importance is the management of internal control systems to ensure the safety of funds and accuracy of the financial reports.

Other accounting functions include annual budget preparation, investments, utility billing, accounts payable, payroll, property accounting, cash payments, and business licenses.

Business Occupational Licenses

All businesses operating within the City of Warrenton shall be licensed per the Warrenton City Code – Business Licenses.

Section 605.010 License Required.
All the various objects, subjects, persons, trades, vocations, occupations and businesses within the City of Warrenton, Missouri, including home occupations, herein enumerated shall be licensed, taxed and regulated as provided for in this Chapter.

Liquor Licenses

All businesses selling liquor within the City of Warrenton shall have a currently liquor license per Warrenton City Code – Liquor Licenses.

Section 600.130 Procedure for Issuance of License — Filing and Presentation to Board of Aldermen. 
[R.O. 2006 §600.140; Ord. No. 1487 §I, 4-5-2005; Ord. No. 1849 §III, 6-2-2009] Applications for licenses under the provisions of this Chapter shall be filed with the City, the date of filing being noted thereon. Upon filing an application for a license with the City, such application shall be presented to the Police Department for an investigation of the applicant and the proposed location and premises where the intoxicating liquor is to be sold. The results of the investigation, application and the report from the Police Department shall be presented to the Board of Aldermen.

Payments

Payments for all City Services can be made at City Hall located at 200 West Booneslick. A drive-up drop box is available by entering the parking lot on the west side of City Hall.

Utility bills can be viewed and paid with our Online Utility Bill Payment System.

Business License fees may be paid online with our Business License Payment System

One time payments are also accepted online.

Accounts Payable

Accounts Payable processes invoices from all of the City’s departments. Invoices are approved by the Board of Aldermen on the 1st Tuesday of each month and checks are issued prior to the 10th day of the month.

VENDORS-TO HELP INSURE TIMELY PAYMENT OF INVOICES, PLEASE NOTE THE FOLLOWING PROCEDURES:

-All Vendors who choose to do Business with the City of Warrenton will be required to complete a W-9 Request for Taxpayers Identification Form, which is required by the Internal Revenue Service to meet IRS filing regulations.

-Mail original invoices to the following location:

Local Taxes

The local sales tax rate is 9.475%. The city portion is 2.75%, county is 2.5% and state is 4.225%. There is an additional sales tax of 1% if the seller is located in the Warrenton Commons CID or Shoppes at Warrenton CID Districts.

Real Estate and Personal Property Taxes: Real Estate and Personal Property taxes for the city are collected by the Warren County Collector. These taxes are due December 31 of each year. For more information contact the Warren County Collector at 636-456-3330.

2021 Tax Rate upon real and personal property $.2926 on each $100.00 assessed valuation for general municipal purposes and $.1732 on each $100 of assessed valuation for establishment and maintenance of free public parks within the City.

Miscellaneous Billing

Includes false alarms, NID assessments, resource police officer, crossing guards, and industrial sewer. Payments for Miscellaneous billing are due by the 15th of each month.
